Hennadii Zubko: By 2025 thermal modernization of 40% of buildings should be held
The thermal
modernization procedure is planned to provide in 40%of houses by 2025.
Residential buildings consume 180 kW per each square meter per annum and we
have set a target to consume 60-80 kW, Vice Prime Minister of Ukraine/Minister
of Regional Development, Building, Housing and Utilities of Ukraine Hennadii Zubko emphasized on air
of the Hromadske Radio.
According
to him, installation of metering devices is a key issue for 2017. This device doesn’t
provide reducing of consumption, but ensures fair measuring of the consumed
heat by the citizens. Furthemore, we urge the
households first to install individual heat supply unit, stressed Hennadii Zubko.
The
greatest effect begins from heat control in the building. Second is insulation
of common facilities. And insulation inside apartments.
The following directions of work will be additional introduction of opportunities
to use renewable energy sources", stressed the Vice Prime Minister.
Hennadii Zubko added the consumer should be in the centre of the
energy efficiency reform. "Today we had combined the entire legal
framework for the benefits of the
consumer. In particular, the possibilities of managing his/her property, of
selection through competitions better service providers, of attracting funding
and technical support", underlined Hennadii Zubko.
He
considers it of utmost importance to regulate consumer rights throughout the legal
tools from the point of view of commercial accounting. "The core attention should be paid to
the consumer, who must get a bonus – reduction of heat energy consumption.
Consumers dictate market conditions, because they pay. For the purpose to ensure
fair pricing, it is vital to create rules of behaviour
for the service provider at the market, summed up Hennadii
Zubko.
