Sectoral decentralization is among top priority issues local authorities are facing. People want to see a different quality of education, medicine, planning of territories, social and administrative services in the regions. And using the resources of regional and local budgets, consolidated communities can carry out the above mentioned improvements. This was stated by Vice Prime Minister/ Minister of Regional Development, Construction, Housing and Utilities of Ukraine Hennadii Zubko at a congress of the Ukrainian association of local and regional authorities.

Such an example appears the Slobozhanska consolidated community which has been developing infrastructure from their local budget alone. Therefore, I want to express my gratitude to the communities for implementation of decentralization and effective use of the reform tools, underlined Hennadii Zubko.

Among other tasks outlined by the Vice Prime Minister are as follows: the creation of a new Ukrainian school which envisages the development of infrastructure, new roads, sports grounds, out-of-school education. «Now we have a concept and within a week we shall offer a complex approach to the implementation of such measures, that provides for, first of all, the mobilization of all resources to address this issue. These include the state subventions, and resources of regional and local budgets, subventions of amalgamated territorial communities, State Regional Development Fund, programs on sector decentralization », emphasized Hennadii Zubko.

Nowadays economic growth of the country is directly connected with activity of local authorities, development of small and medium-sized businesses. We will advance our activity to improve welfare of Ukrainian citizens and promote regional development», he summed up.
