On commission of the Prime Minister there has been elaborated together with student community a new algorithm of assigning scholarships. The Procedure for the assigning and payment of scholarships to students of vocational schools, students (cadets) of higher state and communal educational institutions, postgraduates and doctoral students obtaining full-time education, was approved by the decree of the Cabinet of Ministers of December 28, 2016 No. 1050.
It is worth noting that on December 23 during a meeting with students of the National Technical University of Ukraine “Igor Sikorsky Kyiv Polytechnic Institute” Volodymyr Groysman said that the scholarship system should motivate students to achieve success in studies and to maintain the proper level of the quality of knowledge. The Head of Government noted that in Budget-2017 the scholarship fund had been increased by UAH 580 million up to nearly UAH 6 billion in total, and urged members of student government to join the discussions on the system of granting scholarships.
According to the Prime Minister, the new system of assigning scholarships should serve an impetus to gain high-quality knowledge, thereby being a guarantee of success for the young people in the future.
"If you apply for a job having a certificate which confirms the quality of knowledge you possess, you will be successful. You will have a good job and a good salary, you will be competitive, you will have a chance to achieve success. This is what I need. I hope that it is vital for each of you and that you advocate the same ideology. Because only highly educated people can ensure success," stressed Volodymyr Groysman appealing to the students.
With the ordinance of the Cabinet of Ministers of December 28, 2016 No. 1050 there is determined that academic scholarships shall be assigned according to the performance ranking, which is based on the academic achievements of a particular student during recent semester for each particular faculty, year of study, specialty. At that, a component of success in the ranking constitutes at least 90 percent of the rating points. The procedure for determining rating points is defined by each particular educational institution.
The Commission, which decides issues of scholarships assignment to students of higher educational institutions, is composed of not less than 50% members of the student government and primary trade union organizations of students and postgraduates. Scholarships of students who rank top positions shall be increased by 45 percent.
The Government decree "Some issues of scholarship assignment", which comes into force on 1 January 2017, also stipulates for other issues of assigning scholarships, in particular, to various categories of persons in need of social protection.
