Those areas in which the decentralization process and voluntary amalgamation of territorial communities are advancing quickly will become leaders of economic development of our country. This was stated by Prime Minister of Ukraine Volodymyr Groysman during his communication with journalists while visiting fruit storage facilities of the Ukrayina Ltd in Ternopil region.
"The entire country has been included in decentralization process. Those areas where the process of decentralization and consolidation of communities proceeding at a fast pace will be the leaders of economic development of our country. They will demonstrate the economy, and wages – all those will grow", said Volodymyr Groysman.
He stressed that the decentralization reform must prolong: "It will mean that people will have money for their local purposes that they can invest in quality of their lives."
In
particular, now it is required the adoption by Parliament of laws on consolidation
of communities and on the land management in the consolidated territorial
community, he accentuated.
Speaking of the efficiency of decentralization, he gave an example of Ternopil region that demonstrates leadership in the country in respect of community amalgamation. In particular, in the region there have been created 26 consolidated communities, in another 10 the elections have been scheduled for December 11, 18. Local budgets of these communities have grown ninefold. In general, the budget of the region and Ternopil city soared by over 50% - it means hundreds millions hryvnias, which can be spent by members of territorial communities to satisfy their needs: the construction of kindergartens, schools, and infrastructure development.
“This is
just the beginning,” stressed the Prime Minister. “I just really wish that each
Ukrainian citizen could feel directly on his life all the benefits of
decentralization".
During his
working trip to Ternopil region, the Head of
Government got familiarized with the operation of fruit storage
facilities of the Ukrayina Ltd.
