Vice Prime Minister: 18 united territorial communities, which in the spring and summer had the elections, have to receive medical and educational subventions from September of 2016

We have plans - while amending the State Budget to provide 18 united territorial communities (UTC), which in the spring and summer had the elections, with the opportunity to receive medical and educational subventions, as well as with the authority to collect taxes from September 2016, instead of January 2017, as is envisaged today. Vice Prime Minister/Minister of Regional Development, Construction, Housing and Utilities of Ukraine Hennadii Zubko announced in an interview with the Holos Ukrayiny.

According to him, it is necessary to recalculate budgets of district councils, on the territory of which the particular UTC are located, and the budgets of the regions in order to separate the powers of a new UTC, the district and region.

He stressed that people are starting to realize the benefits of decentralization. "They understand that the larger the population and the territory, the larger is the budget, the accumulation of resources and more tangible the progress. The united territorial communities need methodological assistance. And it is the task for state administrations, regional reform offices", said Hennadii Zubko. He informed that apart from promoting the formation of new communities such offices also provide these communities with advisory and methodological assistance in over ten areas affected by the reform process.

"It's important for people to have professional legal support, help with budgeting, planning of territories, social protection, education and medical subventions. It is vital to ensure operation of the staff in each area capable of answering to every question regarding what and how to do. This will be feedback because the implementation of any reform always requires adjustments and innovations", summed Hennadii Zubko.
