Customs reform in Ukraine will include a component of technical modernization and upgrading of human capacities that will fund the Ukrainian budget and create favorable conditions for business. Prime Minister of Ukraine Volodymyr Groysman stated at a press conference on Tuesday following his working visit to the United States.

"There are several components in customs reform on which we have to  focus. First - technical modernization: we have to set at all customs offices scanners that will scan the goods. Secondly, to create a modern system of video monitoring and surveillance. Third, to update software which will have access to global databases on customs value of goods or products that move into the Ukraine’s customs territory. The fourth, a very important one, - a renewal of personnel potential of Ukrainian customs," pointed out Volodymyr Groysman.

"These are four components which I prefer to divide into two groups: technical one and human capital development are two things we need to do in conjunction with the single customs window, which we are going to introduce from August 1, mobile teams that will monitor and prevent any violations by those crossing the border of Ukraine," he said.

The Prime Minister stressed that this is a systematic approach to the customs service reform, where each element will stimulate the budget filling and creation of favorable conditions for business.

The Head of Government also noted that the lowering of the customs value of imported goods distort the domestic market and reduce the potential for the development of Ukrainian production.
