At its meeting April 7, 2016, the Nomination Committee of
the Ministry of Economic Development and Trade of Ukraine chose a candidate to
chair SE Ukrposhta and will recommend the Cabinet of
Ministers of Ukraine to appoint Igor Smelyansky to
this post. The members of the Committee
considered presentations and proposals for the development of the company from
4 applicants who had been shortlisted after the first stage of the competition,
namely: Harro van Graafeiland,
Gintautas Mazeika, Olexandr
Pertsovsky and Igor Smelyansky

Igor Smelyansky
- over 17 years of experience in strategic, management and financial
consulting, including leading consulting companies. Education
background: MBA, Business Administration, Georgetown University and Juris Doctor, Law, Corporate Law, the George Washington University Law School.
The competition for the position of CEO of State Enterprise Ukrposhta was announced on 19 February 2016. There were
selected 48 candidates for the contest. The selection process was held in 2 stages under the procedure defined by the Cabinet of
Ministers of Ukraine of 03.09.2008 No. 777. In the first stage the Commission
within the Committee for the appointment of CEOs to chair major economic
enterprises heard 48 competition proposals and submitted to the Committee on
the appointment the files on 4 candidates who had been shortlisted by the
Commission. The Commission’s meetings took place on 29 and 30 March and 4 and 5
April 2016. In the second stage the applicants were evaluated by the members of
the Nomination Committee.
SE Ukrposhta is governed by the
Ministry of Infrastructure of Ukraine and is one of the TOP-100 largest SOEs in
the country. SE Ukrposhta is a national postal
operator of Ukraine, which is wholly owned by the State. The enterprise has 29
branches (inc. 25 regional directorates) and more than 11 800 postal
departments all over the country, which makes it the largest postal network in
Ukraine. With over 77 000 employees, Ukrposhta
processes and delivers to customers about 240 million postal items, 16 million
parcels and insured items, 15 million orders, and more than 83 million pensions
per annum. For 9m 2015 net income increased 2.5 times compared to 9m 2014 and
amounts UAH 30 million.
