"I expect the Parliament and the President to submit to the Government proposals regarding a Commission on the appointment of the Director of the State Bureau of Investigation. The Government is prepared to form the State Bureau of Investigation as a new authority, which, guided by honor, justice and law, will investigate crimes," stressed Prime Minister of Ukraine Arseniy Yatsenyuk at the ceremony of launch of rapid response service of the patrol police in Kharkiv on Tuesday, February 23.
The Head of Government stressed that to build a new law enforcement system of the country it was required the operation of the State Bureau of Investigation (SBI). Arseniy Yatsenyuk reminded that the Government of Ukraine had appealed to the Parliament and the President to offer their candidates to the Commission, which shall appoint the SBI Director. However, he emphasized, there haven’t been proposed any candidates for the competition Commission so far.
"This means the delay in the creation of a new, independent, not post-Soviet, but pro-European State Bureau of Investigation, which constitutes the second element in the chain of shaping a new fair law enforcement system, the goal of which is the prevention of crime and criminal prosecution for relevant crimes committed against the rights and freedoms of man and citizen", said Yatsenyuk.
"I expect for the Parliament and the President to submit to the Government proposals regarding a Commission on the appointment of the Director of the State Bureau of Investigation. The Prime Minister also noted the need to update the judicial system: "The activities of the police, through impartial and objective investigation, should result into fair judicial verdicts."
"We have taken the first step in the formation of the judicial system, which should undergo retrofitting – through introduction of new rules and procedures as well as reshuffle of judicial manpower", he emphasized, noting the necessity of the adoption by Parliament of relevant amendments to the Constitution, new laws on the status of judges and the judicial system: "To ensure that judges protect honest police officers, honest citizens and enforce law within our country."
