On Tuesday, February 23, Prime
Minister of Ukraine Arseniy Yatsenyuk together with Minister of Internal
Affairs of Ukraine Arsen Avakov
attended the presentation of an electronic system of data analysis for the
National Police.
The Prime Minister called this system "a significant step forward," noting the importance of the fact that the "RICAS" project had been developed by Ukrainian specialists.
Arseniy Yatsenyuk asked how long it would take to introduce such a system across the country. The developer noted that this would take half a year.
The system was created by the staff of the Department of Information of the regional Main Department of the National Police in Kharkiv region in synergy with local IT companies.
This is an innovative complex of analytical processing of information from different databases with mapping on a detailed interactive map of the city the objects and the results of their analysis.
The system provides an opportunity to respond quickly to an emergency that was fixed by video surveillance systems (at this corresponding moving objects are displayed on the map), to send the appropriate forces and resources to the place of an emergency. The response agencies include not just the National police brigades, but teams of the State Emergency Service, emergency brigades of public utility services, in general, any other service or unit, equipped with appropriate devices and identified in the system.
The interactive map of connected cameras, along with the feature of an instant access to either of the cameras both in the streaming mode and in record mode, allows not just to ensure a prompt response to the situation that occurs in streets, but also to monitor consequent actions of offenders and correspondent response units, record the circumstances of emergency situations and create an evidence database to assist in investigating crimes or accidents.
