  • Arseniy Yatsenyuk to participants of IT project incubator: "Ukraine possesses the main potential - intellect and talent. Together we will make the country"

    On Saturday, February 6, Prime Minister of Ukraine Arseniy Yatsenyuk attended the opening of Ukraine's first noncommercial IT project incubator based on open data "1991 Open Data Incubator".

    Arseniy Yatsenyuk addressed participants of the hackathon, "I see here a new country. And this country has every chance of becoming a leader in Europe, because we possess the most important potential - intellect."

    "If ten years ago everyone thought that the most important potential was gas or oil, look at prices and ask Russia. If the whole world used to think that main capital is direct money capital, capital in buildings, in plants, but now I believe that only a strong talent and intelligence is capable to develop other things. The world has changed. In the whole world, everyone who has ideas, talent and desire, is the main driver of changes," he said.

    "A new Ukraine is, as the new world, the fourth industrial revolution. They are essentially based on intelligence and talent," Arseniy Yatsenyuk pointed out.

    He underlined that now the main thing in the world is "not socialism, not capitalism, but "talantism" - from the word talent:" Talent means ideas, it is what can make the agricultural sector much stronger, it could help the Government to reform the health system. Talent means something that will enable us to overcome diseases through bio- and nanotechnology."

    He stressed that the talent - it's something that should create a new Ukraine and in particular - the new Ukrainian political class: "Now policy is very conventional. And it faces a certain stage of both rethinking and of real changes. New politicians should be people who can make decisions quickly and efficiently based on databases, analytics, those systems that you are creating," he addressed the audience.

    The so-called fourth industrial revolution, Arseniy Yatsenyuk noted, requires steps forward. These steps, he stressed, can only be done through a partnership of the private sector, civil society and Government: "The convergence of these three elements makes it possible to build a new country."

    He pointed out the importance of transparency within the Government. Arseniy Yatsenyuk reminded that the Government had opened the maximum number of databases, and now you can get information, including the real estate and any property of both civil servants and other citizens.

    The Government has also launched a number of online services for the citizens of Ukraine. The Prime Ministers recalled that the Ministry of Justice had made very significant steps to make it easier for people to obtain services from the state instead of standing in lines, registering their companies for quite a long time, waiting certificates, registering certificates."

    The Prime Minister thanked the young people for their enthusiasm and work: "You are self-made. If everyone is a self-made man, then together we will make the country. We should not wait for someone who will come and change something. You are a proof that everything that you are doing is important for the country and the world, as you want to be a leader. Then Ukraine will be the leader."

    Following the opening of the incubator, Arseniy Yatsenyuk met with several IT teams that would work here on projects, including the developers of «Eco is me» - a project of energy savings in each home, when a special device installed in a meter will determine how much energy each electric device consumes, and the «Digital police» development team - predictive service "Crime-prone map" for the new Ukrainian police.

    On 6-7 February, Kyiv hosts the final stage of the selection of IT projects in Ukraine's first non-profit incubator "1991 Open Data Incubator». The event is in the format of the two-day hackathon. As part of the final stage of selection for 48 hours over 100 programmers create IT services for the public sector, citizens and businesses that operate on the basis of open government data and large data arrays.

    1991 startups are aimed at solving problems of infrastructure, agriculture and energy, as well the creation of electronic services for the population, analytical systems for the ministries and Smart City digital solutions. The jury will select a number of IT projects based on public data that will participate in the first two-month 1991 incubation program.

    1991 Open Data Incubator Project is supported by the Western NIS Enterprise Fund (regional private equity fund), Microsoft Ukraine and tech NGO SocialBoost with the assistance of the Prime Minister of Ukraine and the Government of Ukraine.
