The Ministry of Regional
Development is elaborating changes to the Action Plan on
thermal modernization, which will enable
improving the conditions for
compensation "warm" loans and the efficient use of funds. This was
stated by Vice Prime Minister/Minister of Regional Development, Construction, Housing and Utilities of Ukraine Hennadii Zubko at
a briefing on Thursday.
"On condition of holding a comprehensive thermal modernization
of building – installation of individual heating unit, insulation of walls,
replacement of windows, roof repair – we will be offering
up to 50% compensation of a "warm" loan", said Hennadii Zubko.
The official noted that
the Ministry of Regional
Development jointly with the German
Government had developed a concept of establishing the Energy Efficiency Fund to be filled from state
and local budgets, donors. According to him, this model includes an opportunity
to direct the money saved from
subsidies as a result of energy efficiency measures. "The model has been worked
out together with the EU, and we hope to attract funds from international
donors," he said.
"Our goal for this
year is to form a technical guide how to insulate
houses. We will also offer a model insulation project for high-rise
buildings. But it is necessary to adopt a Law "On energy
efficiency of buildings", developed in accordance with the Directive of
the European Parliament and of the EU
Council 2010/31/EU", summed up
Hennadii Zubko.
