26 January 2016, during a briefing in the press center of the Cabinet of Ministers of Ukraine, the Ministry of information policy of Ukraine has presented the Concept of the government communication reform, which was agreed with the Cabinet of Ministers of Ukraine.

Advisor to the Minister of information policy of Ukraine on strategic communications Alina Frolova believes that with the implementation of the Concept, the population will be able to systematically influence the decision-making ofauthority, which will lead to a rapprochement between the government and the public through the establishment of an ongoing dialogue.

"MIP is developing a road map of the reform implementation, which is also part of a larger initiative, in particular the building of the system of state strategic communications", - said Advisor.

Ivetta Delikatnaya, Advisor to the Minister on implementation of "Open government" program, explained the new structure, which is provided by the reform, and which will be implemented in departments, and told about the plans for its implementation.

"The government will establish a Central office on communication, which will coordinate all representatives of the press services of central executive authorities, and which will provide a single view and a unified position of authority. Today everyone talks about its own activity, there is no single message to provide an understanding of the steps that the government performs, and the reforms that the government implements", - said Ivetta Delikatnaya.

As to the plans to implement the Concept, first of all, a roadmap of reform, the legal framework for its implementation, regulatory standards and operational ecosystems will be developed and approved, and the final stage will be the restructuring of services within the ministries.

"So, the year of 2016 will be a transitional period - 30% of implementation will be done, then testing will be conducted, and full implementation of the system at 100% will be done in 2017", - said Ivetta Delikatnaya.

As was noted earlier by the Minister of information policy of Ukraine Yurii Stets the funds are raised from donor organizations and States-partners of Ukraine for the implementation of the government communication reform.

Recall that the Concept of the government communication reform was developed on the initiative of MIP with the participation of the Secretariat of the Cabinet of Ministers of Ukraine, a group of independent experts and with the support of the UK Government. 20 January 2016, during the meeting of the Cabinet of Ministers of Ukraine, the Ministry of information policy of Ukraine presented the Concept of the government communication reform, which was supported by the Government.
