  • Arseniy Yatsenyuk in Parliament: A joint objective of the Parliament, the Government and the President is to fulfil all the technical criteria for the introduction of visa-free regime with the EU

    Prime Minister of Ukraine Arseniy Yatsenyuk appealed to MPs of Ukraine to adopt a package of laws necessary to ensure the implementation of the action plan on liberalization of the visa regime with the EU and “afford Ukrainian citizens to feel themselves part of the European Union and a huge united Europe". The Head of Government said at a Parliament’s session on Thursday, October 8.

    Arseniy Yatsenyuk stressed that the Government had already taken certain urgent measures to ensure liberalization of a visa regime for the citizens of Ukraine: "As the first issue on the agenda we had the issuance of biometric passports. And we have managed, from the previous year, to purchase the appropriate equipment, train people, set up a process."

    This year over 660 thousand biometric passports have already been issued to Ukrainian citizens, he informed.

    Apart from that, Ukraine has joined the Interpol databases: "Now 39 checkpoints have an open access to the Interpol databases, so on receiving information regarding any person announced wanted in any of the Interpol databases an alert is issued to the Central office and Ukrainian law enforcement agencies detain such a person".

    Arseniy Yatsenyuk stressed that the efforts of the Parliament had resulted into adoption of a number of anti-corruption laws, particularly the law on the establishment of a National Anti-Corruption Bureau: "The day before yesterday a competition to take an office of the Anti-Corruption Prosecutor was launched, which is a key prerequisite for Ukraine to be granted both a visa-free regime and a financial assistance from our western partners".

    Another endorsed bill was the law on the National Anti-Corruption Agency. Arseniy Yatsenyuk reminded that the Government in synergy with the civil society and partners from the European Union had completely replaced the composition of the nominating Commission to select an administrative staff of the National Anti-Corruption Agency: "So, the Agency established to perform a preventive function and to verify Declarations of government officials will commence its activity".

    Arseniy Yatsenyuk reminded that in the last few months, eight missions of the European Union had visited Ukraine to study progress along four areas: "A significant progress has been accessed in all the issues".

    However, the Head of Government highlighted that to ensure the right of a visa-free travel to the countries of the European Union for the citizens of Ukraine with the new biometric passports the Parliament should adopt a package of laws.

    Namely, it concerns laws crucial to curb corruption: "These laws were drafted by the Government and certain members of the Parliament with the participation and taking into account direct recommendations of the Organization for Economic Cooperation and Development (OECD) and the European Union. Without these laws a visa-free regime is impossible to obtain".

    Arseniy Yatsenyuk noted that the European Union was facing "rather complex situation with migrants": "The Russian military operation in Syria and hundreds thousands of migrants who flooded to the European Union, do not add political confidence that all political forces in the European Union will unanimously advocate an introduction of a visa-free regime for Ukraine".

    "That is why a joint objective of the Parliament, the Government and the President of Ukraine is to fulfil all the technical criteria for the introduction of visa-free regime with the EU. Our common goal is to approve all laws, to complete all the technical procedures and not to give any chance to accuse Ukraine that we did not meet a particular technical procedure or a particular criterion which is a condition for the introduction of a visa-free regime", stressed the Prime Minister.

    Arseniy Yatsenyuk appealed to MPs with a request to adopt the package of laws and "afford Ukrainian citizens to feel themselves part of the European Union and a huge united Europe".
