Prime Minister charges to set up working group to upgrade RSA structure
In September, Prime
Minister of Ukraine Arseniy Yatsenyuk will introduce a proposition to the
Government to retrofit the structures of regional state administrations. The
Head of Government declared at the Cabinet’s meeting on August 12.
He reminded that in
September he plans to submit for the coalition’s consideration a new composition
and structure of the Cabinet of Ministers: "In September the Cabinet of
Ministers of Ukraine shall undergo a reforming process and the structure of regional
state administration should comply with the structure of the Government."
"The present structure
of RSA is a copy of a regional party committee of Ukraine, like the one
existing 25 years ago. What has changed is only the sign plate. We should renovate
completely the structure of regional state administrations," he stressed.
“To
cut twofold the number of civil servants, at this to raise efficiency twofold. The wage fund will remain as it is now. It
will enable them to distribute these funds and provide an opportunity to
attract more qualified individuals to work with public service," explained
Arseniy Yatsenyuk.
The Prime Minister
appealed to Minister of the Cabinet of Ministers of Ukraine Hanna Onyshchenko, Deputy Prime Minister, Minister of Regional
Development, Construction, Housing and Utilities of Ukraine Hennadii
Zubko together with the Ministry of Finance, concerned
ministries and heads of regional state administrations to establish a working
group on reforming the structure of regional state administrations.
The Head of
Government set a deadline of two weeks for the working group to elaborate propositions
pertaining to an RSA model structure.
"I will have appropriate
consultations with members of the Cabinet of Ministers, the Parliamentary
coalition and the President of Ukraine concerning how we see a new qualitative
structure of the Cabinet of Ministers - both in quality and quantity", summed
up Arseniy Yatsenyuk.
