PM: Decentralization of registration services to enable regional budgets to receive additional UAH 150 mln

and local government members are eligible to register and issue certificates in
every village and town, explained Prime Minister of Ukraine Arseniy Yatsenyuk
in "10 minutes" programme on Sunday, August 9.
The Head of
Government stressed that before to obtain a certificate or a property information
sheet, "one had to stand in a long queue, to pay an average of 300 hryvnias as a bribe and to wait for several months to receive
this document".
The Government has changed
this system: "Now such a statement, like a statement of business registration,
is available online".
According to Arseniy
Yatsenyuk, presently 20% administrative services are provided in an e-form instead
of a paper form: "47 thousand Ukrainian citizens have used an opportunity not
to stand in queues, not to pay bribes, not to look for someone to help in a
particular government agency, but just to fill out the form via Internet and
receive an e-reference".
Besides, the Head of
Government noted, 250 couples have taken a chance to file an e-marriage
application.
The Prime Minister
reminded that the Ministry of Justice had decided to decentralize services for
business registration, registration of lease of land plots and real estate:
"7 thousand notaries and representatives of local authorities are eligible
to register and issue certificates in every village and town. None needs to go
anywhere, stand in queues and waste money".
He informed that such
a service will be available to everyone since October 1: "Now we are
training both notaries and local government members to ensure that registration
of land rent, issuing a certificate on the property right and registration of a
business is carried out at the place of your residence".
"The Government
of Ukraine has adopted a decision not to take on additional functions and
powers, but, on the contrary, to transfer power to the regions, to reduce these
functions and responsibilities and, accordingly, to reduce bureaucracy and
corruption, that have been erected within the country during two decades,"
urged Arseniy Yatsenyuk.
Local governments are
eligible to provide appropriate services directly to the citizens in their native
town or village.
Arseniy Yatsenyuk
stressed that this would afford local budgets to receive additional revenues:
"On average, each region will get from this decentralization of authority UAH
70 to 150 million, depending on the density of population. These are the funds
to be spent on social issues, infrastructure development, schools and
hospitals".
