Arseniy Yatsenyuk at a meeting with cadets of MIA patrol service: "It is a truly high quality reform in Ukraine, when citizens will trust a police officer

On Wednesday, May 6, Prime Minister of Ukraine Arseniy Yatsenyuk got familiarized with the training of cadets of Patrol service launched by the Ministry of Internal Affairs of Ukraine.

The Prime Minister visited the Academic Institute of public security police training, psychological service and the National Guard of Ukraine.

He talked with future officers of the Patrol service, attended their theoretical and practical lessons, including shooting practice, training to arrest violators and stop the vehicle with an offender.

The Head of Government talked to Senior Adviser of the International Criminal Investigative Training Assistance Program (ICITAP) of the U.S. Department of Justice in Ukraine Robert Peacock and instructors of the cadets of the Patrol service of the Interior Ministry - officers of the patrol police of the state of California (USA) Jason Jared and Cory Tedford.

Arseniy Yatsenyuk informed that this Institute is currently training two thousand cadets of the Patrol service of the MIA of Ukraine. Their average age is 24: "They have become the basis for future Ukrainian new police service".

He reminded that the patrol service will be primarily created in Kyiv, Odessa, Lviv, Kharkiv, this year it is planned to launch in Dnipropetrovsk. The Prime Minister emphasized we need additional financial resource.

He stressed the importance of the assistance provided to Ukraine by our western partners, “both in training and material and technical maintenance of the new Ukrainian police".

Arseniy Yatsenyuk appealed to the cadets of the Patrol service: "The time will come when you lead police subdivisions, instruct your young colleagues and manage the entire police service of the country. So now you are at the first stage of this great way. And you should make progress."

There was raised an issue of presumption of innocence of a police officer. Arseniy Yatsenyuk noted that it would work when a very high confidence in the police existed: "If the society is aware that the police acts solely within the limits and in the manner determined by law, that a police officer will never violate the law, and if he violates the law he will be liable".

"The country knows: you have been taught, you have a high IQ, you have good scores after training, have a relevant reputation within society, citizens trust you. Each citizen knows that you can protect that you will never stop a car or a person nonmeaningful. It is a truly new quality reform in Ukraine, when a citizen has confidence in his police, as the police protect his life, his dignity, his children. And he does it within the limits determined by law," accentuated Arseniy Yatsenyuk.
