Arseniy Yatsenyuk to RSA heads: Transparent use of public funds and accountability to the society

Prime Minister of Ukraine Arseniy Yatsenyuk appealed to the heads of regional state administrations on a weekly basis to publish reports on the use of budget funds. He said at the enlarged session of the Cabinet of Ministers of Ukraine on Wednesday, 11 February, with the participation of President of Ukraine Petro Poroshenko, Chairman of the Verkhovna Rada of Ukraine Volodymyr Hroysman, chairmen of regional state administrations.

"Everyone wanted additional powers in the regions. We delegated them. And now we ask the leaders of the regions together with the mayors of towns to use every tool that we have given to fill local treasury and solve local problems. It is your reputation and people's lives", urged Arseniy Yatsenyuk.

Moreover, the Head of Government stressed that fiscal decentralization had been held “to avoid non-transparent tenders, sending funds to private firms, those [funds – ed.] paid by the citizens of Ukraine as taxpayers, and repair activities worth threefold".

"Therefrom, transparency in the use of budget funds and accountability to the community", he accentuated.

Arseniy Yatsenyuk stressed that with this purpose the Government had drafted amendments to the public procurement law "and a specific procedure to disclosure information about the use of budget funds".

The Prime Minister appealed to the heads of regional state administrations and town mayors to weekly publish on the RSA websites the reports on use of budget funds, "To make the community aware who got which contract, when the relevant road will be repaired, who is repairing this road, how much this or that particular object will cost”.

He reminded that practically the whole Cabinet of Ministers had finished trips to the regions to hold consultations on fiscal decentralization, "One thing is to sit in a warm office, and another thing, when you go directly to the people and hear the reality, what is happening in the country. The decisions are taken in a different way – more qualitative, more efficient and smarter".

Arseniy Yatsenyuk has addressed to the RSA heads, "When there is such difficult situation within the country, we should go to the people and explain. In a similar way, as the Head of state explains, the Government explains - what we do and what for".
