Ministry of Economic Development engaged in simplifying of procedures for business to participate in public procurement

Ministry of Economic Development and Trade of Ukraine is engaged in activity called to ensure compliance with the principles of competition in public procurement and to simplify the procedures for business to participate in tenders. Therefore, an active work is underway to determine the ways to further reform the public procurement area and bring it into line with EU standards.

Thus, the Ministry has studied a possibility to introduce a single tender reference that shall be issued by the administrative service centres. For this purpose it is necessary to amend the Law of Ukraine “On administrative services” and to settle in the future an issue of confirming certain qualification data by submitting a single tender reference at the level of legislation on public procurement.

Moreover, the Law of Ukraine “On the public procurement” Article 17 envisages refusal to participate in the procurement procedures for unfair participants, in case economy subjects were held accountable for violation in shape of committing anti-competitive coordinated actions which concerned the distortion of results of a tender.
