"This morning, terrorists did not allow a group of international experts and OSCE personnel to access the Boeing 777crash site. Terrorists stopped the group of experts referring to the fact that it was “dangerousin the area of the crash site. They [terrorists] blocked a path and banned further movement of the group. Currently, the experts are in Debal'tsevo”, said Volodymyr Hroysman, the Head of the State Commission for the Investigation of the circumstances of the Malaysia Airlines Boeing 777 crash, the Vice Prime Minister.

According to the Chief of the ATO Headquarters in Dnipropetrovsk and Luhansk regions, Major-General Viktor Nazarov, "the military as well as the National Guard do not undertake any active military actions in the area around the crash site, under the order of the President of Ukraine. We also stopped any action in a 10-kilometer zone around the path through which the OSCE experts are moving."

"Provocative behavior of terrorists shows that they have a clear intention by all possible means to impede the investigation and not to give free access to the wreckage for investigators. The Ukrainian side made and will make every effort, in accordance with the instructions of the President of Ukraine as well as the Prime Minister, to achieve access for experts to the site of the tragedy and to provide an opportunity to conduct an objective and impartial investigation", stressed Volodymyr Hroysman.
