Pavlo Petrenko: The sum of losses Ukraine suffers from occupation of Crimea makes up UAH 950 billion

“Today, April 28, 2014, the Law “On ensuring rights and freedoms of the citizens and the legal regime in the temporarily occupied territory of Ukraine” has come in effect. I want to remind that pursuant to the Law Ukraine acknowledges the temporarily occupied territories an integral part of our country where the Constitution of Ukraine and the laws of Ukraine are in effect. Besides, the Law contains that, any state property object situated on the territory of Crimea remains the property of Ukraine and complete material responsibility for the losses caused to the state companies, ministries and departments is placed just to the Russian party,” the Justice Minister of Ukraine Pavlo Petrenko announced during a briefing at the Cabinet of Ministers of Ukraine.

According to him, the Justice Ministry has summarized and systematized the information received from national ministries and departments concerning those losses caused by the occupation of Crimea.

“As of today, the sum of such losses makes up UAH 950 billion. These losses don’t include lost profits that will be calculated additionally. Moreover, these losses doesn’t include the cost of minerals, sea shelf and in fact these are losses which are direct and those caused by illegal seizure and creating barriers to use of property for our national companies, ministries and departments,” the Minister stressed.

He informed that the National Defense and Security Council in the course of discussion at today’s meeting of an issue of future legal mechanisms of protection of Ukraine’s interests had supported an initiative of Prosecutor General of Ukraine and the Justice Ministry of Ukraine to submit relevant additional claims to the European Court for Human Rights (pursuant to the provisions of the Protocol of the European Convention on Human Rights that envisages indisputable protection of property rights of all the subjects that have been violated by the Russian Federation).

Pavlo Petrenko stressed due to the provisions of the Law “On ensuring rights and freedoms of the citizens and the legal regime in the temporarily occupied territory of Ukraine” there had appeared additional legal mechanism of protection of the interests of the country in disputes with the occupying forces, that is – a possibility to bring everyone guilty to justice as accomplices.
