of state administrations, transfer of powers to local authorities and executive
committees, which are formed on the ground: "It implies the right of
everyone to affect both the central and local governments and elect local authorities
in their region, not in Kyiv."

noted that during Ukrainian history every government or of each president
attempted to rewrite the basic law for themselves, "People were standing for
changing the system, not the changing of persons. And the change of the system
is in the plane of the new constitutional changes, new balance of powers
between the Parliament, the Government, the President and the judicial system
and is in the transferring of powers from the central government to regions. "
