Arseniy Yatsenyuk introduced a bill on public procurement in Parliament

Prime Minister of Ukraine Arseniy Yatsenyuk introduced in the Verkhovna Rada a bill on state procurements on Thursday, April 10. "Our approach makes it possible to make state procurement transparent, open, competitive, and which meet European standards," the Prime Minister said.

According to him, the total amount of funds that flow through public procurement is UAH 300 billion: "The lion's share of these funds are used to purchase drugs, inventory, petroleum products procured through the "Naftogaz Ukraine" "Ukrtransnafta" and other state-owned companies - ends up in private pockets."

According to expert studies, about 40% of the funds in the system "left in pockets of people who are engaged in the procurement," he added.

The Government proposes to radically change the approach to state procurements. The Cabinet of Ministers proposes to distribute the relevant law on all public companies, where the country owns 51% or more: "This will make it possible to control the procurements on the amount of billions of dollars that flow in the energy sector."

Arseniy Yatsenyuk said that the Government also offers "virtually to eliminate the process of single-source procurement in the form in which it existed."

Arseniy Yatsenyuk addressed the Parliament in order to not include in the bill the provision of electronic trading, "This provision is undeveloped and can lead to a mechanism to avoid transparency of procurement procedures."

The Prime Minister appealed to MPs to support the bill.
