MFA Statement on implementation of Anti-crisis Agreement of February 21

Due to a statement the Ministry of Foreign Affairs of Russia dated on February 27, 2014 the Ministry of Foreign Affairs of Ukraine considers it essential to state the following.

Ukraine attaches great importance to an Anti-crisis Agreement signed by President Yanukovych and opposition leaders on 21 February of 2014, which was certified by official representatives of Germany, Poland and France.

In this regard, we express disappointment that the representative of the Russian Federation, who also had participated in the negotiation and drafting of the document refused to certify this Agreement.

It is possible that this factor has become as a result one of the reasons for the refusal by the former President of Ukraine to execute the Agreement aimed at stabilizing the situation in the country. In particular, Viktor Yanukovych refused to sign a special Low of the Verkhovna Rada of Ukraine on the restoration of the country's 2004 constitution, pursuant to the Agreement it had to be done within 48 hours after its signing. So, V. Yanukovich is responsible for non-compliance with the Agreement.

We remind you that in fact through actual his withdrawal in a particularly crucial time for the state to exercise his powers, Viktor Yanukovych was ousted by a constitutional majority of People's Deputies of Ukraine, representing all political forces in the Parliament. In relation to him a criminal case has been opened on charges of mass murders and he is put on the international wanted list.

However, the Verkhovna Rada of Ukraine, which, expressing the sovereign will of the Ukrainian people and taking care of the restoration of civil peace in Ukraine has taken a political responsibility for the situation in the country, it is gradually taking steps that are established in the Agreement.

In particular, the Ukrainian parliament has already implemented a number of important provisions of the Agreement on return to the Constitution of 2004 and the appointment of the snap presidential elections on May 25, 2014.

February 27, 2014 the Parliament of Ukraine established a parliamentary coalition, which consists of representatives of various political parties, including MPs who belonged to the ruling majority before and by the constitutional majority voted for new composition of the Government of Ukraine, one of the priorities of the new Government is the final settlement of the situation in our country.

Thus, any attempt to charge the existing institutions of the authorities of Ukraine in the failure of the Anti-crisis Agreement of February 21, 2014 is not true.

We call on the Russian side to objectively assess the situation and to refrain from making statements that are impeding the process of political and economic stability in Ukraine.
