Comment of MFA of Ukraine concerning European Parliament Resolution on the Situation in Ukraine

The document contains a series of signals that coincide with approaches of the Government of Ukraine to settle the political crisis in our country. Seeking for mutually acceptable political-legal compromise in terms of overcoming the crisis through a peaceful dialog, preventing of violent actions and ensuring respect to the rights and freedoms have always been and remain the basis of actions of the Ukrainian authorities.

Peculiar meaning bear a call of the European Parliament to the protesters on Maidan to refrain from using force and preserve the legality of their actions in a peaceful way and a demand to all the opposition leaders to continue refraining from violence and supporting peaceful protests.

Together with that the disappointment arises from prejudice in the assessment of the European Parliament of actions of the Ukrainian authorities and ignoring of the overwhelming majority of the constructive efforts made by the leaders of Ukraine directed to realization of the measures of introducing trust and maintaining a peaceful and inclusion dialog with the opposition and the civil society.   

Unfortunately, a number of estimates made in the European Parliament Resolution put in question the impartiality and effectiveness of an activity of the suggested permanent special mission of the European Parliament to Ukraine, the feasibility of creating of which needs additional consideration.

The unbalanced nature of the Resolution and calls to introduce restrictive measures by the EU don’t facilitate forming of the national reconciliation and atmosphere of trust in Ukraine and therefore undermine the process of stabilization of the situation.

At the same time, we should note far-reaching signals expressed during yesterday’s debates in the European Parliament by the EU High Representative and the European Commission which contain that the EU strategy towards Ukraine is focused not around the sanctions but around the dialog and interaction, including on the basis of recognition of European prospect of Ukraine.

We confirm that the course of European integration and introduction of sociopolitical and social-economic reforms aiming to approach the best European standards on the basis of concluding and further implementation of the Association Agreement between Ukraine and the EU remains the invariable priority of our country.

In this connection we highly evaluate an initiative of the European Commission regarding coordination of preparing the strategic package of financial assistance to Ukraine targeting introduction of social-economic reforms and support of macroeconomic situation. We remain open for further consultations with the EU, international financial organizations and other donors regarding this issue.

We express assurance that Ukrainians are capable to find the ways of overcoming the political crisis around the negotiation table between the authorities, opposition and representatives of civil society in our country.
