Opening statement of Prime Minister of Ukraine Mykola Azarov during Government's meeting on January 22, 2014

Members of the Cabinet of Ministers!
Dear invited!
On the great the Day
of Epiphany, a part of protesters from Maidan, which has long balance on the brink of
peaceful protests has overrun, the brink of Christian moral principles at all.
Organized far-right elements
and radical members of the Maidan have done mass unrests in the centre of Kyiv.
Attacks on law enforcement officers with the use of cold weapons and incendiary
mixtures, burning cars and buildings, terror and looting, illegal seizure of
people, lynch laws, provocation are that arsenal of actions that saw the world.
Cynicism and amorality of the terrorists came to the point that they throw
Molotov cocktail in people and the young guys - our children too - light up with
the fire! Everyone has seen these pictures, the whole world saw them.
And tonight, terrorists
from Maidan had broken into hotels, they captured dozens of citizens, whom they
consider their opponents and brutally beat them. Thus, they threaten life of
any citizen, in its sole discretion defining enemies.
Participants of these
disorders can not be called peaceful protesters and demonstrators. They are
criminals who must be responsible for their actions.
As Prime Minister of
Ukraine, I officially declare victims, which unfortunately we already have, are
on the conscience and the responsibility of the organizers and participants of mass
unrests. I require that the law enforcement agencies thoroughly
and vigorously investigate these crimes, and most importantly - do their best
to prevent them in the future.

course, we regret that it has happened, but have no relation to this and we encourage
people not to succumb to provocations.

We are great responsible
for in this situation. The whole country actually lives a normal life, and we
must ensure the normal functioning of the state. Timely payment of wages,
pensions, social benefits, develop the economy, quickly respond to emergency
situations like the one that happened yesterday, for example, in the city of
Pivdenne of Odessa region and in the city of Mykolaiv today.
I want to ask
so-called leaders of the so-called opposition what they are responsible
for.
Do they not realize
that by extremist actions they will not force the authorities to take their
ultimatums?
Their goal is clear:
to provoke the authorities to use force (I want that everybody to understand this)
provided by the law, and then to put the responsibility on the authorities.
The same is their
tactics and in the Parliament. They always blocks adoption of the necessary decisions
for the state development, shake the political stability. In some cases it
provokes discontent of people. And they blame the authorities in this, though they
are the perpetrators of instability and accumulation of certain problems.
Today we see the same
calculation. But now they are wrong. People have realized that the authorities
of protecting law and order and stability, acting solely in their interests.

Today, thanks to an
unprecedented endurance, courage, self-sacrifice and loyalty oath of law
enforcement officers, among those are young boys from Internal Forces only
deterrence are applied and attacks of elements is able to hold back.
I'm really proud that
we have such warriors and thank them for their selfless defense of the
constitutional order and the rule of law. The whole country can be proud of them.
By the way, I see that it is. Huge support for law enforcement is expressed by people
writing on my page on the Facebook, create a community in support of the
constitutional order in social networks. The society also becomes to resist
pogrom and terrorists.
As soon as I say that
the Government will appreciate the courage of its citizens in uniform. And the
victims, which, unfortunately, are many and their families receive any and all
necessary assistance and support.
I authorize the
Minister of the Interior to prepare a draft Government decision on such
assistance from the Reserve Fund. We must carefully consider all: the treatment
and rehabilitation, and compensate victims for law enforcement and solve their
housing and living problems. Urgently send the project to the next meeting of
the Government.
My question is to the
so-called opposition. If you are European opposition responsible for the fate
of the state, peace, you are bound together with the authorities to do everything
to stop the terror and massacres, orgy total violation of the law.
If you encourage and
support the extremists - say and take responsibility for the escalation of
violence and devastating consequences for the country.
The President and the Government
is ready to negotiate, willing to cooperate with the political forces and those
politicians who are not spoilers and do not destabilize the situation and works
for normal positive state development.
At the same time, legal
conclusions must inevitably be made on the organizers and participants of the
riots according to law and justice.
Today, the Day of
Unification and Freedom Ukraine I want to emphatically say: we have enough exposure,
any ultimatums we reject any anarchy in the country, no chaos and division
president and the government we will not allow.

transport possibilities: for example, export of Ukrainian grain combined
river-sea route.
Renaissance
shipbuilding is a very valuable project for us given the push that it gives the
economy as a whole.
It is as ambitious as
our plans for aircraft, aerospace industry, heavy engineering and transport.
So, I commend the Vice
Prime Minister Boyko to take personal charge of the practical implementation of
these projects. They must engage in monthly, subject. Obstacles or eliminate

weather conditions: high winds, snow and sleet on the roads.
The risk of accidents

grids, public transportation should undoubtedly be achieved normally.

should be given to public transport approaches to subway stations, social
facilities, hospitals, pharmacies and other critical infrastructure.
