Twenty modular Ukrposhta branches to operate in frontline regions thanks to support from the Government of Japan

To ensure the continued provision of basic services in frontline communities, Ukrposhta has received 20 modular post offices from its Japanese partners.

The branches have already been set up in Dnipropetrovsk, Kharkiv, Sumy, Zaporizhzhia, Chernihiv, and Kherson regions, where permanent branches were either destroyed or damaged as a result of russian aggression.

The modular structures, measuring 20 and 40 square meters, are equipped with everything necessary for full-scale operation. Inside, they look like regular post offices and feature a complete set of amenities required for comfortable customer service and the delivery of services.

The use of such solutions makes it possible to quickly resume the provision of social and postal services in areas where major building repairs are currently impossible. For people who remain in their homes in frontline regions, this ensures uninterrupted access to pensions, social benefits, postal packages, and other critically important services.

“Restoring access to government services in frontline communities is our absolute priority. Thanks to the support of our Japanese partners, we are providing Ukrainians living near the front lines with stable postal connections and services. These 20 modular post offices give people confidence that the state is there for them, even in places where permanent post offices have been destroyed as a result of russian aggression,” said the Deputy Prime Minister for the Restoration of Ukraine/ Minister for Communities and Territories Development.

As a reminder, during the full-scale war, 49 branch offices of the national postal operator were completely destroyed, and another 648 facilities were damaged. The company also lost more than 430 vehicles.

The transfer of equipment took place as part of the Emergency Recovery and Reconstruction Project, an international technical assistance initiative funded by the Government of Japan through the Japan International Cooperation Agency (JICA) and implemented jointly with the Ministry for Communities and Territories Development since 2023.

Issues related to the coordination of this assistance are discussed within the Joint Coordination Committee (JCC) for Ukraine's Emergency Recovery and Reconstruction Project. In particular, the committee’s seventh regular meeting took place recently, so the parties reviewed the progress of ongoing projects, discussed the status of equipment procurement, and identified priorities for further cooperation, particularly in the energy and heat supply sector.

Currently, with the support of the Government of Japan, the Emergency Recovery Grant Program (Phases 1, 2, 3, and 4) and the technical assistance project “Emergency Recovery and Reconstruction Project” are being successfully implemented. Through the previous phases, Ukraine has already received assistance totaling JPY 100 billion (over USD 700 million). Implementation of Phase 5 of the Emergency Recovery Program, worth JPY 6.2 billion (approximately USD 38 million), has also begun.
