Fellow Ukrainians!
Many of us do not know what day of the week today is. Nevertheless, the majority knows that it is the 16 day of resistance to the Russian invasion.
The situation on the front keeps being and will be uneasy. There are a lot of the Russian occupiers, for the present, but they have already lost initiative.
Our warriors are taking active defence and are successfully counterattacking on all directions.
The video with the Russian tank units, escaping from Brovary, will be imprinted in the eyes of the whole world, as an illustration of the “planet’s second army”.
The once glorious Taman division, which was established in Kharkiv, seems to be ending its "outstanding" journey near Kharkiv, as well as the Kantemirovsk division.
In the vicinity of Chernihiv, our defenders have been significantly strengthened by trophy Russian armored vehicles. Meanwhile, the Air Force units continue to destroy the enemy aircrafts.
Having been rejected on the battlefield, the enemy intensifies terrorist attacks and is killing civilians. This fact is proven by systematic attacks on Kharkiv, air attacks on Dnipro, Lutsk, Ivano-Frankivsk and other cities. We will carry out relevant activity on all war criminals, none will get away.
The situation in Mariupol is extremely difficult. The enemy is holding the city hostage by arranging a real act of genocide.
We are trying to provide for humanitarian corridors. Nevertheless, it is extremely difficult – the Russians are bombing the city even during the official negotiations. They have neither dignity, nor distinction, nor compassion.
On the temporarily occupied territories of Ukraine, the enemy is trying to deploy the police infrastructure. I am sure that it will be forced to withdraw it in a very short period of time.
The separate direction of our activity is to maintain the Armed Forces in such a position when the initial attack was repealed, the enemy was deterred and the war is transferring to the other phase.
Yesterday, a month earlier, than it was planned, military units received 12,5 billion hryvnias to pay an additional reward for the period of the martial law to all categories of the service people, established pursuant to the orders of the President of Ukraine, Supreme Commander-in-Chief, Volodymyr Zelenskyy.
That is the first tranche for the period from February to early March. The other tranches will be allocated after the synchronization of the operational orders.
Payments for the combatants will comprise 100 thousand hryvnias per month, not including awards for the destroyed vehicles etc. We are paying beforehand, as far as we want our service people to feel secure. No time for formalism.
The system of the defense procurements, made by the budget money has been regulated. Thus, in accordance with the Decree of the Cabinet of Ministers of Ukraine, from 5th March 2022 № 201 «On the amendments to the provision 1 of the Decree of the Cabinet of Ministers of Ukraine, from 28th February 2022 р. № 169», the procurements are not included to the annual procurement plan. We are acting pursuant to the determined procedure, the permanent procurement activity is lasting, and everything is alright. The reports on the results of the procurements will be published in the electronic system after termination or abolition of the martial law, in accordance with the Decree.
We are concentrated to make sure that the procurements are guaranteed and made on time. This applies to everything from food to garments and ammunition. Numerous fuel reserves have been created.
As of now, we are working on the logistics, as far as a lot of supply routes had changed, our troops maneuver a lot. It goes without saying, that the malfunctions may take place, but we are all ready to correct them immediately.
I would like to express gratitude to all citizens and businesses, which are helping to maintain the Armed Forces. Our warriors experience this support and their motivation absolutely differs from the Russian occupiers’ motivation.
