The Ministry of Economy of Ukraine is creating favourable conditions for the development of industrial parks, which are part of the state policy "Made in Ukraine" in its investment component. In 2024, a decision was made to allocate state support to 15 industrial parks in the amount of over UAH 1.128 billion. This will enable the implementation of 34 industrial infrastructure development projects.
"For me, the main indicator of the success of industrial parks in 2024 is that about 25 processing companies in the agro-processing, woodworking, mechanical engineering and other industries are already operating or will soon operate on their territory. The Government facilitates these numbers to grow. In 2024, it was decided to allocate more than UAH 1 billion for the development of industrial infrastructure in 15 industrial parks. Calculations show that each hryvnia invested by the state will attract between UAH 5 and 6 in private investment," said Yuliia Svyrydenko, First Deputy Prime Minister of Ukraine and Minister of Economy of Ukraine.
A decision was made to provide state support to the following industrial parks:
- Korosten (Zhytomyr region) - construction of an access road to an industrial park - UAH 83.57 million;
- BF TERMINAL (Zakarpattia region) - construction of a railway siding, construction of a 110 kV power line, construction of a 110/10 kV substation, reconstruction of a 110 kV outdoor switchgear at a 110/35/6 kV substation -
UAH 137.977 million;
- Zakhid Resurs (Lviv region) - construction of a sewerage system - UAH 15.09 million;
- Khmelnytsky (Khmelnytsky region) - construction of external water supply and sewerage networks, construction of external power supply networks, construction of 10 kB outdoor switchgear, reconstruction of the access road - UAH 51.43 million;
- Kovel Porto (Volyn region) - adjacency and reconstruction of the railway access track - UAH 69.822 million;
- Bila Tserkva (Kyiv region) - construction of on-site water supply and sewage networks, construction of power grids, overhaul of the road surface and other improvement elements - UAH 77.531 million;
- Bila Tserkva 2 (Kyiv region) - construction of water supply and sewage networks, construction of power grids - UAH 65.681 million;
- VinIndustry (Vinnytsia region) - construction and overhaul of roads - UAH 52.91 million;
- Misto Skla (Kyiv region) - construction of 10 kV power grids - UAH 26.3 million;
- Synnivka (Lviv region) - construction of external water supply and sewerage networks, construction of power supply networks, reconstruction of the Kholodnovidka pumping sewerage station - UAH 114.927 million;
- FRENDLY WIND TECHNOLOGY (Zakarpattia region) - connection to the power grid - UAH 14.54 million;
- Bucha Techno Garden (Kyiv region) - construction of entrances and exits from the public road of national importance M-07, construction of roads on the territory of the industrial park, construction of networks and facilities for external gas and electricity supply - UAH 150 million;
- KIT (Kyiv region) - connection to the power grid - UAH 2.28 million.
- INNOVATION FORPOST (Dnipropetrovsk region) - construction of a 150/10 kV substation - UAH 150 million;
- Vinnytsia Industrial Park (Vinnytsia region) - construction of internal roads - UAH 115.897 million.
As of today, 13 out of 15 applicants have already received UAH 925.05 million, and two more industrial parks will receive funding in early 2025.
State support provides for co-financing in the proportion of 50% to 50% for the development of engineering and transport infrastructure and connection to the electricity grid in the amount of up to UAH 150 million. For the de-occupied territories, a special co-financing mechanism is in place at a ratio of 80% to 20%.
The Ministry of Economy cooperates with Ukreximbank, Oschadbank and Ukrgasbank to ensure the transparency and reliability of the financing process.
There are also a number of fiscal incentives for participants in industrial parks, including:
- exemption from import duties and import VAT on production equipment;
- exemption from income tax for 10 years, subject to reinvestment;
- the right of local governments to reduce real estate tax and land tax rates to zero.
Today, 99 industrial parks are registered in Ukraine in almost all regions.
Industrial parks are part of the Made in Ukraine policy for the development of Ukrainian producers, designed to create conditions for increasing domestic production and attracting investment in the real sector to boost non-resource exports.
