Made in Ukraine: Farmers to receive 25% compensation for Ukrainian agricultural equipment based on July applications


The Ministry of Economy, Environment and Agriculture has approved a new allocation of funds for the programme compensating 25% of the cost of Ukrainian agricultural machinery and equipment. The programme is part of the Made in Ukraine policy to support domestic manufacturers.

In July, agricultural producers submitted 530 applications for compensation covering 972 units of agricultural machinery and equipment, totalling over UAH 652 million (including VAT). The state provided UAH 135.9 million in compensation.

“In July, farmers applied for partial compensation for nearly a thousand units of agricultural machinery and equipment. The purchased items include products from all 160 participating manufacturers. The programme stimulates additional demand for all businesses, from large factories to sole proprietors operating legally and with at least 60% Ukrainian components in their products. This means new jobs, timely tax payments, and support for related industries,” said Minister of Economy, Environment and Agriculture Oleksii Sobolev.

The equipment includes various types of harrows, farm equipment, drip irrigation kits for field crops, conveyors, seeders, grain dryers, grain spreaders, vacuum tank semi-trailers, and more.

Since the current phase of the programme (December 2024 – July 2025), farmers have purchased 5,256 units of agricultural machinery and equipment for a total of UAH 3.7 billion (including VAT). The state has provided UAH 777.9 million in compensation.

As a reminder, the 25% cost compensation (excluding VAT) applies to agricultural machinery and equipment with at least 60% Ukrainian components. Special conditions apply for certain categories, such as combine harvesters, tractors, self-propelled sprayers, and grain trucks. The list of agricultural machinery and equipment with confirmed localisation levels is published on the website of the Ministry of Economy, Environment and Agriculture. As of September, the list includes 13,997 items from 160 manufacturers.

In early April, the Government amended the rules for participation in the 25% compensation programme: only agricultural producers registered in the State Agrarian Register (SAR) can participate.

Importantly, all agricultural producers registered in the SAR – from those engaged in cultivation to those involved in harvesting or processing – can join the programme.

In 2024, the programme facilitated the purchase of 5,311 units of equipment for over UAH 4.2 billion, with the state compensating nearly UAH 877 million.

How the Programme Works:

To benefit from the 25% compensation programme, agricultural producers must select machinery or equipment from the official list on the website of the Ministry of Economy, Environment and Agriculture, purchase it, and submit an application through an authorised bank. Thirty-four banks participate in the programme.

Manufacturers wishing to include their products in the list can apply via the Ministry’s website.

The programme operates under Cabinet of Ministers Resolution No. 130 and is one of the tools of the Made in Ukraine policy, aimed at supporting domestic production, localisation, and industrial development.
