  • Vladyslav Kryklii: In the first 12 days of the year an online permit reservation service was used by over 1,300 carriers

    The pilot project on the online reservation of permits for international motor transportation has been rather successful. In the period from January 1 to January 12, 2020, more than 1,300 carriers have used the electronic reservation service. This was announced by the Minister of Infrastructure of Ukraine Vladyslav Kryklii today, January 14, 2020.

    “The pilot project on the online reservation of permits for carriers is rather successful. During the first 12 days of 2020, more than 1,300 carriers who made reservations through the e-transport.gov.ua electronic transport portal have used the online service to get about 8,000 permits. Due to the digitalization of the process, equal conditions have been created for all carriers to access the service to prevent any corruption component,” said Vladyslav Kryklii.

    According to the Minister, e-reservation has a number of indisputable advantages for business: “The available amount of permits for points of issuing permits can be observed, and the reserved permit cannot be issued to another carrier. The carrier chooses a point of issuing permits himself to obtain the reserved permit. Therefore, the carrier has an opportunity to plan a trip and protect himself from penalties for violation of customs legislation. The reserved permission is available for issuance for 5 days. If the carrier does not receive the permit within the fixed period of time, his reservation will be canceled automatically and the permit will be available to other carriers”, stressed Vladyslav Kryklii.

    “At that, the introduction of e-permit reservation service has enabled the identification of problematic issues in the permitting system, both at the technical and organizational levels. For example, a large number of carriers were found who, despite the requirements of the legislation, have failed to submit a timely notification of changes in their licensing cases. All technical problems are promptly identified and eliminated, and the service is constantly updated,” said Vladyslav Kryklii.

    “We will continue to develop and expand our successful online reservation experience. We have an ambitious goal of transferring international motor freight transportation licenses into digital format. However, not all countries agree to this step yet. We are working to resolve the issue and we are confident that we will manage to do that by joining effort,” the Minister of Infrastructure emphasized.

    It should be noted that on December 27, 2019, transport.gov.ua transport portal of electronic services was presented.

    From January 1, 2020, the portal allows to pre-order (make an electronic reservation) 60% of different permits, while another 40% are left for registration and issuance on oral application to the points of issuing permits.
