The Government is launching a mechanism of interest-free loans for people who are forced to move to a new place of residence due to emergencies – to help them settle in at the new location. This was announced by Prime Minister Yulia Svyrydenko.

“The state’s task is to help people return to normal life as quickly as possible and ensure household stability for families,” the Prime Minister emphasised.

The mechanism provides for a one-time interest-free loan:

  • up to 50 minimum wages per family (approximately UAH 430,000)
  • repayment period – up to 15 years
  • interest payments to banks are covered by the state – making the loan interest-free for recipients.

The Prime Minister stated that the funds may be used for property, household items and equipment necessary to establish proper living conditions in the new home.

To access the support, one of the adult family members must submit an application along with a certificate confirming victim status to the local authority at the place of new residence after evacuation. Following review and approval of the documents, the funds are disbursed by an authorised bank selected through a competitive process.

“The programme will apply to all emergencies provided for by law and will provide those affected with the financial resources needed to settle quickly at their new location. Forced relocation should not mean the loss of a stable foundation for life,” Yulia Svyrydenko stressed.

Detailed guidance on the application procedure and the list of required documents will be published shortly by the Ministry of Internal Affairs.
