Yulia Svyrydenko on the results of the week: Launch of the Defence Forces transformation, new IMF tranche and enhanced support for businesses

The Government continues to implement key decisions aimed at strengthening the country’s defence capabilities, supporting the economy and preparing communities for the winter period. Prime Minister of Ukraine Yulia Svyrydenko outlined the results of the Government’s work over the past week.

The Prime Minister noted that one of the main achievements was the unblocking of the European integration process through the opening of the first negotiation cluster on Ukraine’s accession to the European Union.

The Verkhovna Rada also adopted amendments to the 2026 State Budget, providing for a record UAH 4.4 trillion in defence spending.

“It was a busy week for the Government,” Yulia Svyrydenko said.

She also noted that the Government had introduced a new support programme for Ukrainian businesses whose production facilities had been damaged or destroyed as a result of russian attacks. Under the state Affordable Loans at 5-7-9% programme, businesses can now receive up to UAH 150 million for recovery at an interest rate of 0.1% per annum during the first two years.

In addition, the Prime Minister reported that the Government had increased funding for educational institutions: “We have allocated an additional UAH 2.3 billion to prepare schools, colleges and universities for winter, ensuring that the educational process continues uninterrupted despite russia’s energy terror.”

Yulia Svyrydenko noted that the Government is closely monitoring the implementation of Regional Resilience Plans. The state has already allocated UAH 67.9 billion to help communities prepare for winter.

The Government is also preparing a package of measures to improve road safety, including changes to traffic regulations targeting repeat offenders and strengthening the automated speed enforcement system.

“Each of these decisions strengthens our defence, enhances support for people, businesses and communities,” the Prime Minister stressed.
