Yulia Svyrydenko highlighted Government’s achievements after a year in office

Prime Minister of Ukraine Yulia Svyrydenko presented a report outlining the Cabinet of Ministers’ key results after a year in office.

Security and defence remained the Government’s unwavering priority. A record UAH 4.36 trillion – equivalent to 42% of GDP – was allocated to the sector. All domestic State Budget revenues continue to be directed towards meeting the needs of the Security and Defence Forces.

The Government maintained macro-financial stability. Ukraine secured USD 47.8 billion in international financial assistance, launched the EUR 90 billion Ukraine Support Loan programme for 2026–2027, continued cooperation with the IMF under its USD 8.1 billion programme, and completed 86 measures under the Ukraine Facility. Accession negotiations with the European Union have been opened under two negotiating clusters.

One of the Government’s greatest challenges was getting through the most difficult winter since the start of russia’s full-scale invasion. Ukraine maintained the stability of its energy system, restored 4.2 GW of generating capacity, completed repairs to a further 11.8 GW, commissioned 1.8 GW of new generation capacity, and began preparations for the next heating season under the Resilience Plans. More than UAH 35 billion was allocated to support people, communities and businesses throughout the winter.

Ukraine continued to expand its domestic defence production. Sixty per cent of the weapons used on the frontline are produced in Ukraine, while 95% of the drones used by the Security and Defence Forces are domestically manufactured. The Government launched a controlled mechanism for the export of Ukrainian-made weapons, with the needs of the Ukrainian Armed Forces remaining the absolute priority.

The Government also continued to invest in people. Salaries for teachers, healthcare professionals and social workers were increased, while support for veterans, families with children and internally displaced persons was expanded. Comprehensive assistance for frontline communities was also strengthened. In addition, programmes supporting entrepreneurs and manufacturers under the Made in Ukraine policy were expanded to help preserve jobs, support production and strengthen the country’s economic resilience.
