Prime Minister Yulia Svyrydenko presented Government performance report to the Verkhovna Rada

Prime Minister of Ukraine Yulia Svyrydenko presented the Government’s performance report to the Verkhovna Rada.

The Prime Minister reviewed the Cabinet’s key areas of work and outlined the main results achieved.

“Every day this year demanded difficult decisions and decisive action. I am deeply grateful for the trust and support I received. You also know that I have always believed results matter most. Together, we have achieved a great deal,” Yulia Svyrydenko said.

According to the Prime Minister, thanks to Ukraine’s dedicated energy workers, utility crews and railway workers, the country succeeded in keeping the power system operational throughout the most difficult winter despite continuous enemy attacks.

At the same time, the Government shifted from crisis response to the systematic transformation of the energy sector, with resilience measures being implemented across Ukraine in preparation for the next heating season.

Supporting the security and defence sector remained one of the Government’s top priorities. Funding for the sector was increased to a record UAH 4.4 trillion. The Government also expanded support for Ukraine’s defence industry and launched a controlled mechanism for exporting Ukrainian-made weapons.

The Government also continued investing in people by:

• increasing salaries for teachers, healthcare professionals and social workers;
• expanding support programmes for veterans, families with children, and internally displaced persons.

Particular attention was given to comprehensive support for frontline communities. More than UAH 140 billion was allocated to support local communities, infrastructure, businesses, agriculture, education and science.

“These communities are our security belt, and throughout the year they have remained one of our top priorities,” the Prime Minister stressed.

The Made in Ukraine policy became one of the drivers of economic growth. The Government expanded support programmes for entrepreneurs and Ukrainian manufacturers, recognising that a strong business sector is the foundation of the country’s economic resilience. The programmes contributed 0.95 percentage points to GDP growth in 2025, and all support programmes for domestic producers were fully financed.

The Government also improved localisation requirements in public procurement and is preparing to extend localisation requirements to defence procurement.

“We launched war risk insurance and recovery and energy resilience programmes, issued 21,000 affordable loans worth UAH 101 billion under the 5–7–9% programme, and have already built or are building 37 factories in industrial parks,” Yulia Svyrydenko noted.

The Prime Minister also highlighted the Government’s cooperation with international partners. Ukraine secured USD 19.2 billion in international financial assistance, including a record volume of financing in June. The Government ensured the launch of the EU’s Ukraine Support Loan to strengthen defence capabilities and social resilience, initiated a new programme with the International Monetary Fund, and secured continued financing under the Ukraine Facility.

Ukraine also continued making progress towards full membership of the European Union, with accession negotiations officially opened under two negotiating clusters.

The Prime Minister thanked Ukraine’s Defence Forces for making the Government’s work possible, as well as the President of Ukraine, the Verkhovna Rada, the Government team, employees of central executive authorities and local self-government bodies, and all Ukrainians who work every day for the benefit of the country.
