Yulia Svyrydenko: We are launching a public-private partnership competition for Chornomorsk port

For the first time since the start of the full-scale invasion, a public-private partnership (PPP) competition in the port sector is being launched, specifically at Chornomorsk port. This was announced by Prime Minister of Ukraine Yulia Svyrydenko.

She noted that on 3 September in Odesa, Deputy Prime Minister for Restoration and Minister for Communities and Territories Development Oleksii Kuleba signed an order to establish the relevant competition commission.

The next steps include preparing competition documentation, announcing the international competition, and selecting the winner.

The Prime Minister highlighted that the project includes the First and Container Terminals of the port.

“More than 40 leading international port operators and investors have already expressed their readiness to participate. This could become the largest investment in the history of Ukrainian ports – hundreds of millions of dollars in modernisation and over USD 1.1 billion in budget revenues over 40 years,” Yulia Svyrydenko emphasised.

The public-private partnership format is beneficial as the state retains ownership while the investor modernises and manages the asset.

“This is a signal to the world that Ukraine is open to investment and guarantees transparent rules for business,” the Prime Minister stated.
