eOselia: 17,000 Ukrainian families have purchased homes through the programme

Since the launch of the eOselia programme in October 2022, 17,016 Ukrainians have taken advantage of preferential conditions to purchase homes, with the total amount of loans issued exceeding UAH 28 billion. This was announced by First Deputy Prime Minister and Minister of Economy Yuliia Svyrydenko.

“17,000  loans, approximately 11,000 children provided with housing, and over one million square metres of living space – these are the results of the programme to date. Since the programme was updated in November last year, more people are buying homes in new builds. Last year, 33% of purchases were new builds, while this year, it’s nearly 60%. This is a strong boost for the construction market, which is actively recovering,” Yuliia Svyrydenko emphasised.

Homes Purchased by Ukrainians Since the Start of 2025

  • 1,274 primary market properties, including 411 under construction.
  • 902 secondary market properties.

Among the homes purchased since the beginning of this year, there are also 174 private houses and townhouses.

Since the programme’s inception, 8,930 military personnel and security sector workers – over half of all borrowers (52%) – have taken advantage of the 3% annual interest rate loans. Others who benefited from the preferential rate include:

  • 1,345 teachers.
  • 1,341 healthcare workers.
  • 350 scientists.

Loans at a 7% interest rate were received by:

  • 4,105 citizens without housing.
  • 566 internally displaced persons.
  • 379 veterans.

Geographical Distribution of Loans

The regions with the highest number of homes purchased through the programme are:

  • Kyiv region – 4,673.
  • City of Kyiv – 3,604.
  • Lviv region – 1,024.
  • Odesa region – 799.
  • Vinnytsia region – 740.
  • Ivano-Frankivsk region – 737.
  • Rivne region – 707.
  • Volyn region – 681.
  • Dnipropetrovsk region – 545.
  • Khmelnytskyi region – 543.

Background

The eOselia programme is a key component of the Made in Ukraine policy, aimed at stimulating demand for Ukrainian products while creating favourable conditions for production development. The programme was launched in October 2022 and is implemented by the Ministry of Economy in collaboration with the Ministry of Digital Transformation and Ukrfinzhytlo PJSC.
