More than 12,500 Ukrainian families have taken out preferential mortgage loans under the eOselia (eHousing) programme totalling UAH 20 billion since its launch. The volume of loans disbursed in the first eight months of this year exceeds last year’s figure and amounts to UAH 10.5 billion. This was announced by Yuliia Svyrydenko, First Deputy Prime Minister and Minister of Economy of Ukraine.
“eOselia is in great demand among the population. Since its launch, more than 12,500 Ukrainian families have received soft loans worth over UAH 20 billion. In particular, 9,500 military personnel, teachers, doctors and scientists took out housing loans at a preferential rate of 3% per annum, and 3,000 other categories of citizens received loans at 7% per annum.
Most borrowers sign loan agreements for 15-20 years. The average size of a property is 56.6 square metres, the loan amount is UAH 1.6 million, and the average value of the property is UAH 2.19 million. This programme performs not only a social function by helping Ukrainians purchase housing on affordable terms, but also promotes the development of construction, domestic production of building materials and related industries,” said Yuliia Svyrydenko.

Over the past week, Ukrainians took out a total of 139 loans worth UAH 243 million, including 83 loans for the purchase of housing in the secondary market and 56 loans in the primary market.

As a reminder, on 16 August 2024, the Government eased loan conditions for borrowers under the age of 25. In the near future, they will be able to get a mortgage with a down payment of 10% (instead of 20%). IDP family members (parents, spouses, and children) will also be able to take out a concessional loan at 7%, while other citizens will be able to make a down payment on a home using a housing certificate under the eVidnovlennia programme.
Background
The eOselia programme is one of the components of the “Made in Ukraine” policy aimed at stimulating demand for Ukrainian products and creating favourable conditions for the development of production. The programme was launched in October 2022. The programme is being implemented by the Ministry of Economy jointly with the Ministry of Digital Transformation and Ukrfinzhytlo.
