In January 2025, since the resumption of the registers, 459 Ukrainian families received loans worth UAH 842.8 million to purchase housing under the eOselia affordable mortgage programme. This was announced by Deputy Minister of Economy Andrii Teliupa.
“In 2025, as in previous years, the eOselia programme continues to be in demand among the population. It is an opportunity to buy your own home on favourable terms – military personnel and law enforcement officers, doctors, teachers, scientists and their families have a preferential rate of 3%, and other citizens of Ukraine – 7%. In total, 15,300 Ukrainian families have already received loans worth more than UAH 24.9 billion for the purchase of housing since the programme was launched,” said Andrii Teliupa.

Most loans were issued in Kyiv city – 98, Kyiv region – 80, Ivano-Frankivsk and Lviv regions – 15 each, Rivne region – 14, and Odesa region – 13. By type of property, 147 Ukrainians received loans for first sale housing, including 44 properties under construction, and 155 loans were issued for housing on the secondary market.
Background
The eOselia programme is one of the components of the Made in Ukraine policy aimed at stimulating demand for Ukrainian products and creating favourable conditions for the development of production. The programme was launched in October 2022. The programme is being implemented by the Ministry of Economy in cooperation with the Ministry of Digital Transformation and Ukrfinzhytlo.
