Program eOselia for IDPs from the Temporarily Occupied Territories under the eVidnovlennia: amendments approved

On 17 June, the Government approved amendments that will allow the ‘Housing for IDPs from the Temporarily Occupied Territories’ component of the eVidnovlennia programme to be combined with the eOselia affordable mortgage programme.

These are amendments to the relevant regulations, which are necessary to enable the mechanism for using a housing voucher to cover the initial deposit under the eOselia programme to come into effect.

The amendments, drafted by the Ministry of Economy, Environment and Agriculture of Ukraine, have been incorporated into Resolutions No. 856 and No. 1176, which regulate the conditions for granting affordable mortgages under the eOselia program and the procedure for issuing housing vouchers to certain categories of internally displaced persons from the temporarily occupied territories.

This applies to IDPs from the temporarily occupied territories who have the status of combatants or persons with war-related disabilities.

At the same time, for this mechanism to be fully implemented, amendments to mortgage legislation must be adopted. This refers to draft law No. 15335 "On Amendments to Certain Laws of Ukraine Concerning Immovable Property Acquired Through a Mortgage", which is currently under consideration by the Verkhovna Rada.

When the "Housing for IDPs from the Temporarily Occupied Territories" program was launched, the groundwork was laid for housing vouchers to be used not only for the direct purchase of housing but also towards a mortgage. To this end, it is important to harmonise the mechanisms of the two state programmes.

The adopted amendments will make it possible in future to use a housing voucher as a deposit for a loan under the eOselia program. In future, during subsequent funding phases of the eVidnovlennia: Housing for IDPs from the Temporarily Occupied Territories program component – the next of which is expected in September this year – people will be able to use a housing voucher as a deposit.

The procedure for formalising such agreements and the role of the notary when purchasing a home using a housing voucher have also been clarified.

The adopted amendments will come into force and take effect on 17 July 2026.

It is important to note that this does not involve receiving two separate types of state assistance. The housing voucher will be used as part of the payment for the property — specifically to cover the initial deposit on a mortgage under the eOselia program.

As a reminder, the Housing for IDPs from Temporarily Occupied Territories program was launched in December 2025. It provides housing vouchers to internally displaced persons from temporarily occupied territories who have the status of combatants or persons with war-related disabilities.
