Deputy Minister of Social Policy of Ukraine Vitaliy Muzychenko at a briefing at the Government House informed the public about ensuring social protection of the population during the period to counteract the spread of the coronavirus. The issues at stake are social payments and delivery of pensions and social benefits, as well as housing subsidies in the context of preventive measures related to the COVID-19 coronavirus.
The Deputy Minister of Social Policy stressed that recipients of pensions and social benefits will not feel any changes. As about two-thirds receive their payments to their bank card, the other third uses Ukrposhta's services. "And Ukrposhta employees work as usual," said the Deputy Minister.
He also emphasized that Ukrposhta will deliver pensions and social benefits to the low-mobility groups directly to their homes according to the schedule.
“I also want to calm down citizens who receive social benefits and subsidies. The payment for housing and communal services and the presence or absence of arrears does not affect the right to receive benefits or housing subsidies during the period of their receipt, that is, until the end of the current heating season,” Vitaliy Muzychenko added.
According to the Deputy Minister of Social Policy, delinquency of payment for utility services of more than two months will affect the right to receive housing subsidies only for the next period of their receipt and will be determined from May 2020. Thus, it is important that recipients of benefits and subsidies have no debt in excess of two months in May this year.
Apart from that, the Deputy Minister of Social Policy noted that it is not necessary to personally visit the branches of banks and Ukrposhta in order to pay for utility services, and called to do such payments online. "We appeal to relatives and closed one of the pensioners and senior citizens, small-mobile population groups to help your grandparents, dads and mothers to deal with payment for housing and communal services without visiting banks and use the services of the Internet," he said.
Single citizens who receive social care in the territorial centers of social services, will receive assistance in payment of utility bills by social workers. The Ministry of Social Policy has already commissioned local governments to organize such work.
“I would like to draw attention to the fact that every senior citizen who needs extra attention from the state will receive such attention from social workers in due course. And, if such a citizen is not able to pay for their housing services on their own, then social workers will help them, ”Vitaly Muzychenko said.
The Deputy Minister called on the family and relatives, especially of the senior ones, to be interested in their well-being and health.
