    All reforms and transformations in Ukraine should be carried out solely in the interests of citizens and tailored to their needs. This policy should be conducted not only in the capital but also in the regions, Prime Minister of Ukraine Volodymyr Groysman stated during a meeting of the Board of the Association of Ukrainian Cities.

    He stressed that everyone strives to make Ukraine strong.

    "The country will be strong when people will see their demands are met. A citizen should benefit from all reforms and changes. It does not matter - he lives in Kyiv or in Kherson region. - That is why it is important how the work on the ground is organized," the Head of Government emphasized.

    The Prime Minister drew attention to the fact that local budgets possess significant resources due to the budget subventions and to the decentralization. Its effective use is the responsibility of the local authorities. According to him, the Cabinet of Ministers, on its part, is ready to hammer out a compromise with local governments- both in view of allocation of funds for solving regional problems and, for example, on the methodology of distribution and redistribution of subventions. But targeting assistance should become the basis for such  distribution.

    "How were things previously with a medical subvention, for example? We allocated funds to the patient capacity. What did the heads of hospitals do? They have just drafted occupancy statistics of the patient capacity. Everything is fine, but we are changing this system. It's good that we do it in the framework of decentralization, which also gives additional resource to the local authorities", the Prime Minister stressed.

    The Head of Government emphasized that funds for road works will be allocated in the same way. He also commissioned  the members of the Cabinet of Ministers to  discuss a number of road projects and terms for its  implementation with the Board of the Association of Cities.

    Volodymyr Groysman placed a special emphasis on the preparation for monetization of subsidies. "It is necessary to wind up the process of meter installation. It is essential to move forward and  finally, in the years since independence to outline how much citizens  consume", he underlined.

    The Head of Government emphasized that the key principle of work should be a joint responsibility for processes in the  country - both at the central and local levels. "We have the only option - the growth of the economy, the creation and maintenance of normal conditions for the development of enterprises in the regions, the use of all mechanisms of deshadowing of the economy and confirmation of trust in the state. And here there is no separate city of Vinnytsia and separately the state of Ukraine. If there are problems on the ground, there will be a catastrophe at the global level. If there are successful cities, thus Ukraine will be strong", the Prime Minister underscored.
