  • The sixth meeting of the Multi-Agency Donor Coordination Platform for Ukraine took place

    On 26 September, the 6th meeting of the Steering Committee of the Multi-Agency Donor Coordination Platform for Ukraine, which was launched to coordinate international assistance for Ukraine's immediate needs and long-term recovery, took place in Brussels.

    Together with the partners, the participants discussed the needs for financing the budget deficit and recovery priorities for 2024, the key elements of the Ukraine Plan that the Government is developing under the EU's Ukraine Facility programme, as well as the possibilities for further expansion of the Donor Platform.

    One of the most important issues was the need to create a single map of reforms and to align the requirements of different donors to a single document - the Ukraine Reform Plan.

    Minister of Finance of Ukraine Sergii Marchenko stressed that the priority of the state budget for 2024 was security and defence, which would be fully financed by domestic budget revenues. The need for international financing, in particular for social and humanitarian expenditures in 2024, is about USD 43 billion. Predictable, stable and rhythmic budgetary assistance is crucial for financing critical expenditures in the context of russia's armed aggression.

    Oleksandr Kubrakov, Co-Chair of the Platform from Ukraine, Deputy Prime Minister for Restoration of Ukraine, Minister for Communities, Territories and Infrastructure Development of Ukraine, presented the priorities for the restoration of Ukraine for 2024, spoke about the progress of reconstruction, current funding needs and the results achieved, in particular in the field of reforms.

    "The priority areas of recovery include energy, reconstruction of housing, critical and social infrastructure, humanitarian demining and assistance to the private sector. In 2024, we want to focus on projects that will contribute to economic growth and job creation," said Oleksandr Kubrakov.

    The key elements of Ukraine's Plan under the EU's Ukraine Facility programme were presented by Yuliia Svyrydenko, First Deputy Prime Minister of Ukraine and Minister of Economy of Ukraine.

    "The Ukraine Facility programme creates a solid foundation for the country's recovery and development. However, the financing needs for Ukraine's post-war recovery far exceed the programme's scope. In view of this, one of the key tasks of the Ukraine Plan is to become the basis for further negotiations with partners on the expansion of the programme," said Yuliia Svyrydenko.

    Ukraine proposed to hold the next meeting of the Platform Steering Committee in Kyiv.

    The Donor Platform was established to coordinate support for Ukraine's immediate financial needs, reconstruction and future economic recovery from various sources and established funding instruments. The Steering Committee of the Platform consists of senior officials from Ukraine, the G7 countries and the European Union - Deputy National Security Advisor on International Economic Policy Mike Pyle from the United States, Director General of the European Commission's Directorate-General for Neighbourhood Policy and Enlargement Negotiations Gert Jan Koopman from the EU, Deputy Prime Minister for Restoration Minister for Communities, Territories and Infrastructure Development of Ukraine Oleksandr Kubrakov from Ukraine.
