  • Verkhovna Rada passed a law on the transition to electronic employment records

    Today, the Verkhovna Rada adopted the Law of Ukraine “On Amendments to Certain Legislative Acts of Ukraine Concerning the Accounting of Employment in Electronic Form”.

    The law introduces the registration of labor activity of an employee in electronic form in the register of insured persons of the State Register of Compulsory State Social Insurance.

    The electronic employment record book will allow the authorized bodies to assign a person a pension automatically (without applying) and to collect documents for all his/her employment.

    That is, as in all civilized countries, when the right to a social benefit/pension comes, the state informs about the possibility of receiving it and its estimated amount.

    The person will retain the right to choose to improve the proposed estimated amount, namely:

    either the person provides information on the salary received for the period up to 2000 (before the introduction of personalized accounting),

    or postpones his/her retirement to receive a 0.5-0.75% increase in pension for each full month of work after reaching retirement age, or exercises the right to a pension.

    Given that the State Register of Compulsory State Social Insurance contains information on 13 million employees, it will be filled in with data contained in paper workbooks during a transitional period of 5 years.

    The information will be filled in:

    - both by the employer and directly by the insured person;

    - through the web portal of electronic services of the Pension Fund of Ukraine in the form of scanned or digitized copies of documents required by law (employment record book, certificates, etc.) with the obligatory utilizing of a qualified electronic signature by the insurance agent or the insured person.

    It should be noted that the original paper labor record book is handed over to the employee as an official document. If the employee wishes to continue it be filled, the employer will be obliged, at his request, in parallel with the electronic accounting of employment, to make entries in the paper employment record book on hiring, reassignment and dismissal.
