Today, February 2, the Verkhovna Rada adopted in the first reading bill №3742 "On Amendments to Certain Legislative Acts of Ukraine on Some Issues of Dimensional and Weight Control", which aims to legislate the possibility of fixing violations of dimensional and weight parameters (DWP) automatically.

The bill was supported by 308 MPs.

"In the first reading, one of the key bill №3742 to ensure the reform of dimensional and weight control was endorsed, which legislates the automatic fixation of violations of DWP. It also expands the powers of Ukrtransbezpeka in terms of dimensional and weight control - gives it the right to collect through legal action the payment for passage of trucks that violate the dimensional and weight parameters. In addition, the bill finally establishes the responsibility of the shipper as the first link in freight traffic and significantly increases the responsibility of transport operators for non-compliance with dimensional and weight standards. I am grateful to the line Committee and all deputies for the decision. We expect the adoption of this law in the second reading as soon as possible," commented Minister of Infrastructure Vladyslav Kryklii.

According to him, the adopted bill is inextricably linked with bill №3743, which strengthens the responsibility of transportation participants and introduces new fines for violations of dimensional and weight parameters, namely:

1. Penalty for shippers for violations when including information in consignment notes or other documents for cargo in the amount of UAH 34 thousand.

2. Penalty for users (owners) of vehicles for exceeding the dimensional and weight norms established by the legislation depending on% of an overload: - to 2% inclusive in the amount of 1700 UAH; - from 2% to 5% in the amount of UAH 5,100; - from 5% to 10% in the amount of UAH 8,500; (left unchanged) - from 10% to 20% in the amount of UAH 17 thousand; (left unchanged) - from 20% to 30% in the amount of UAH 34 thousand; - more than 30% in the amount of UAH 51 thousand.

3. Penalty for refusal to undergo DWC in the amount of UAH 51 thousand.

4. Penalty for officials business entities, citizens-business entities and/or drivers for non-compliance with legal requirements of Ukrtransbezpeky employees to verify compliance with the requirements of road transport legislation, eliminate violations of road safety legislation or create obstacles to compliance with duties assigned to them, tasks in the amount of UAH 51 thousand.

"Now, together with the deputy corps, we are preparing this bill for the second reading and are doing everything possible to ensure that these important changes for the industry are approved as soon as possible," Vladyslav Kryklii added.
