Vice Prime Minister of Ukraine Volodymyr Kistion chaired a meeting during which the participants discussed the progress of implementation of the Law of Ukraine "On the Electricity Market of Ukraine", in particular, the first stage of the reform concerning the retail market segment.
The attendees considered the process of distributing energy by energy providers, which before December 11, 2018 should separate the distribution function from the supply function. Moreover, the plan of implementation of the law on the electricity market and the issue of reorganization of State-owned Enterprise "Energorynok" and the corporatization of State-owned Enterprise "NEC"Ukrenerho" were the focus for discussion.
The Vice Prime Minister commissioned the Ministry of Energy and Coal Industry to submit to the Government as soon as possible draft regulations stipulating for the procedure to deliver electric energy to protected customers, the sale of electricity under bilateral agreements through electronic auctions, as well as the procedure for conducting a tender for the construction of generating capacity and energy efficiency measures.
The State-owned Enterprise "NEC"Ukrenerho" must launch the necessary software enabling the company to launch in December electric energy purchase-sale procedures in test mode on the balancing market and the support services market.
In its turn, the National Energy and Utilities Regulatory Commission (NEURC) undertook an obligation to approve the final acts necessary to ensure the effective launch of the new electricity market by December.
SE "Energorynok" is obliged to develop a roadmap for reorganization as soon as possible – the setting up of a SE "Guaranteed purchaser" and a joint-stock company "Market operator". Apart from that, the company must urgently secure the procurement of new software for the market one day in advance to begin testing operations in December.

In a regular dialogue with the authorities responsible for the reform the engaged structures crosscheck the schedule of implementation of objectives and settle problematic issues. The meeting gathered together acting Chairman of the Verkhovna Rada Committee on Fuel and Energy Complex, Nuclear Policy and Nuclear Safety Oleksandr Dombrovsky, Minister of Energy and Coal Industry Ihor Nasalyk, NEURC Chairman Oksana Kryvenko, representatives of SE "NEC"Ukrenerho", "Energorynok" and other shareholders.
