President of Ukraine Volodymyr Zelenskyy has signed the Law “On Amendments to Certain Legislative Acts Regarding Improvement of the Procedure of Provision of Administrative Services in the Field of Construction and Creation of the Single State Electronic System in the Field of Construction”, which was approved by the Verkhovna Rada on October 17, 2019.

“Systemic changes in the provision of electronic services have been launched in Ukraine. Creating of a Single State Electronic System in the field of construction means first and foremost complete transparency, reducing the timeframe for providing administrative services and improving their quality, and, certainly, reducing corruption risks,” said Prime Minister Oleksiy Honcharuk, commenting on the relevance of the new law.

The law, in particular, provides for the creation of a unified state electronic system in the field of construction within the city planning cadastre, which will contain in a single information resource all data on the construction market. The information in the system database (except personal data) will be available through the portal of the electronic system.

For obtaining administrative and other kinds of services provided for by the law in the construction sector, one can submit documents online, as well as receive such services online. In addition, the electronic system will allow for paying for administrative services in the field of construction and fines for offenses in the field of urban development.

Apart from that the Law provides for the reduction of the list of documents submitted for the receipt of administrative services in the field of construction; an object under construction and completed object identifier is introduced, which will remain unchanged over the entire object lifeline, and a single procedure for assigning and changing addresses to real estate objects.

It is envisaged that the implementation of the norms of the Law will enhance Ukraine's position in the World Bank's ‘Ease of Doing Business’ index in the area of ‘Dealing with Construction Permits’.
