Ukraine approves framework for public health information platform

The Government has approved the framework for the operation of a public health information platform. The relevant resolution was adopted on 2 May.

The public health platform will include:

  • Information useful to the public about factors affecting health;
  • Analytical studies on public health;
  • Up-to-date data on the epidemiological situation;
  • Information on the population’s health status;
  • Reports on the epidemiological situation;
  • Data on the detection of hazardous factors and risk assessments for public health;
  • Forecasts on the population’s health and living environment.

The platform will be accessible to representatives of government bodies at various levels, international and civil society organisations, healthcare professionals, and patients. It will be integrated with other systems and registries to provide access to necessary data for analysis and forecasting in the healthcare sector.

A comprehensive view of health data will support informed decision-making, improve patient care, and enable efficient resource allocation.

Data will be recorded across various categories, including:

  • General indicators: birth rates, life expectancy, etc.;
  • Healthcare-related indicators: management, financing, medical care provision, medical devices, etc.;
  • Population health indicators by specific categories: risk factors, maternity, childhood, mental health, etc.;
  • Environmental indicators: safety and crisis factors.

The platform’s vertical-horizontal structure will allow indicators to be displayed at different levels. Lower-level indicators will feed into higher-level ones and can be calculated automatically using developed indicators and formulas. For example, indicators for international reporting will enable comparisons of Ukraine’s healthcare status with other countries, while national-level data will reflect the quality of medical care provision. Data will also be displayed at regional and local levels.

The platform will thus serve as a valuable tool for improving the accessibility and utilisation of Ukraine’s healthcare data.
