Ukraine, with the assistance of the United Kingdom, has created a new unit to better implement energy and climate policies that will contribute to Ukraine’s economic development and integration into the EU – the Green Transition Office. The opening of the Office was attended by Yuliia Svyrydenko, First Deputy Prime Minister and Minister of Economy of Ukraine, and Martin Harris, Ambassador of the United Kingdom to Ukraine.
The Office will operate as an independent advisory body under the Ministry of Economy of Ukraine to help implement reforms in the areas of green transition, energy and climate policy in Ukraine.
The parties also signed a Memorandum between the Foreign and Commonwealth Office and the Ministry of Economy of Ukraine to establish enhanced cooperation for the implementation of the National Energy and Climate Plan (NECP) until 2030.
“We look forward to this Office supporting the Ministry of Economy’s efforts to implement energy and climate policy and the steps needed to join the EU and achieve our decarbonisation goals. We are grateful to the UK government for making this office possible. I am convinced that it will help us implement the National Energy and Climate Plan until 2030,” said Yuliia Svyrydenko.
She reminded that the National Energy and Climate Plan until 2030 was a roadmap that united all climate and energy policies. It is aimed at the systemic transformation of the Ukrainian economy and is an important part of the European integration process.
“This plan is a strategic document aimed at harmonising environmental, energy and economic policies for the sustainable development of Ukraine. We have developed it in accordance with the requirements of the EU Regulation and taking into account the best practices of the EU member states. Implementation of the NECP will contribute to the decarbonisation of Ukraine’s economy and attract investment during the post-war reconstruction phase. To do this, we need to develop a roadmap for attracting investment in the country’s decarbonisation,” said Yuliia Svyrydenko.
According to Martin Harris, British Ambassador to Ukraine, in light of russian attacks on Ukraine’s energy and distribution infrastructure, the UK is committed to supporting Ukraine to rebuild its energy system to be safer, more resilient, decentralised and more technologically advanced. This will help Ukraine build a Net-Zero future and integrate into European energy markets. By providing expert advice and mobilising business, the Green Transition Office will help transform Ukraine’s economy.
Through the implementation of the National Energy and Climate Plan, Ukraine aims to:
“According to our preliminary estimates, significant investments are required to achieve the goals of the NECP – more than USD 40 billion by 2030 alone. We need to attract private and public financial resources to implement the plan. And our cooperation with international partners can be key in implementing specific programmes to support Ukraine’s decorbanisation. We have a list of tools to organise transparent and coordinated investment attraction,” said First Deputy Minister of Economy Oleksii Sobolev.
“Restoring Ukraine in line with European standards is a task that cannot be accomplished by a narrow circle. This process requires the involvement of experts, business, international donors, and the community – only joint efforts can yield quick and high-quality results. The Green Transition Office should become one of the tools for communication and cooperation between all stakeholders to achieve ambitious goals in the energy, climate and economy as a whole,” said Olena Pavlenko, President of DiXi Group.
