Ukraine to receive over EUR 3 billion under the Ukraine Facility

The Council of the European Union has approved EUR 3.2 billion for Ukraine under the Ukraine Facility financial instrument.

This is a regular disbursement under Pillar I of the Facility instrument. The funds will be directed toward priority social and humanitarian expenditures of the State Budget.

According to the EU Council’s requirements, a set of reform measures has been outlined for completion by the end of the first quarter of 2025. These cover key areas such as anti-corruption, public administration, regional policy, human capital, the agri-food sector, digital transformation, environmental protection, and the management of state assets.

Minister of Finance of Ukraine Sergii Marchenko expressed his gratitude to the EU for supporting Ukraine on its reform path and for the implementation of cooperation milestones with the bloc.

"The European Union remains a key partner in strengthening Ukraine’s economic stability. Thanks to EU financial support, Ukraine is capable of covering priority social and humanitarian expenditures, maintaining macroeconomic stability, and ensuring budget liquidity. I am grateful to our European partners for their timely and essential support,” Sergii Marchenko said.

To date, EUR 19.6 billion has been disbursed to the State Budget of Ukraine under the Ukraine Facility. In 2025 alone, financial support under the program is expected to total around EUR 12.5 billion, with EUR 3.5 billion already received.

The European Union remains Ukraine’s largest donor of budget support - with EUR 53.5 billion provided over the past three years.
