On April 22, 2020, the Government approved a procedure to direct a resource of the COVID-19 Acute Respiratory Disease Response Fund to appropriate areas. Funding under the Law on the State Budget of Ukraine for 2020 amounts to UAH 64.7 billion.
The resource will be channeled, in particular, to:
• providing financial assistance to citizens, in particular the elderly, in connection with the negative consequences of the spread of COVID-19 on the territory of Ukraine;
• providing one-off financial assistance to members of the families of medical and other healthcare personnel who died from COVID-19;
• measures aimed at preventing the spread, localization and elimination of outbreaks, epidemics and pandemics of COVID-19.
Funding will be made on the basis of requests from the main budget institutions to the Government. After the appeal is processed and approved by the Cabinet of Ministers of Ukraine, the final decision on the allocation of the necessary amount will be taken by the members of the Verkhovna Rada Budget Committee.
Control over spending the resource of the Fund will be carried out by representatives of the legislative and executive branches. After the end of each month, the spending departments will have five days to submit information on the use of the money to the Verkhovna Rada Budget Committee, the Government and the Ministry of Finance. Separate monitoring of the use of budget funds will be conducted directly by the Ministry of Finance.
